A potential landmark project for Kerowagi District is in its earliest stages of discussion: a large-scale limestone mining operation and cement factory that proponents say could create over 4,000 jobs and bring economic benefits for more than 40 years.
While the local MP Hon. Francis Kikin Siune is advancing a partnership with a private Chinese investor, officials emphasize that the project is still in its preliminary phase. A significant development is the appointment of the technical team leader, Dr. John Banda, a renowned Papua New Guinean Geo-Chemist. Dr. Banda brings vast experience in the mining and extractive industry from both within PNG and abroad, and will oversee the critical initial studies.
“Having Dr. Banda lead this technical phase gives us great confidence,” Kerowagi MP stated. “He is also a local man from the district and his expertise is crucial to ensuring the project is based on sound science, local knowledge and international best practices from the very beginning.”
Despite this key appointment, officials stress that the project is at the very beginning of a long process. No major agreements have been signed, and the detailed studies needed to approve the project are yet to be conducted.
The proposed development, under Dr. Banda’s technical guidance, would follow a strict regulatory path before any construction could start. Key preliminary steps include:
Comprehensive Surveys to Come: While an initial reconnaissance survey was conducted in collecting limestone samples, a full feasibility study to be led by Dr. Banda’s team has not yet begun. This essential study will need to confirm the quantity, lifespan and quality of limestone, assess land suitability, and detailing of the project’s engineering needs.
Environmental Issues to be considered: A central part of the feasibility study will be a thorough PNG Environment and Environment Protection Authority (CEPA). Dr. Banda’s team will carefully evaluate the potential ecological disruption and outline plans to minimize the project’s environmental footprint, ensuring resources are used sustainably.
Warden Hearing to Outline Benefits: Before the project can proceed, a crucial warden hearing will be conducted. This forum is designed to ensure transparency and fairness, where the government, the investor, and local landowners will negotiate and formally agree on how the benefits-including jobs, royalties, and other compensation-will be shared among the local community and stakeholders.
Local leaders have expressed cautious optimism, citing the potential for job creation and economic growth, and have welcomed the appointment of a highly qualified national expert to lead the technical work.
“With Kerowagi MP’s support and Dr. Banda’s expertise and proper management, this project has the potential to bring long-term benefits,” a project outline noted. “But this can only happen after we have done our due diligence through the proper surveys, environmental checks, and a fair warden hearing to ensure the people of Kerowagi receive their fair share.”
